Two bipartisan bills to end the federal prohibition on cannabis and study the effects of legal marijuana were introduced in the House of Representatives on Thursday by Rep. Tulsi Gabbard , a Democrat from Hawaii, and Rep. Don Young , an Alaska Republican.
